LOCAL STATE OF EMERGENCY DECLARED IN HICKMAN
DECLARATION OF A LOCAL STATE OF EMERGENCY IN CITY OF HICKMAN
WHEREAS, on 8/3/2023 - 8/4/2023 Experienced wide spread flooding, heavy
amounts of rain, landslides, and damage to infrastructure.
WHEREAS, local government has the responsibility to protect the public health, safety,
and welfare, and to mitigate the effects of such events; and
WHEREAS, City of Hickman by requests State and Federal funding assistance to aid in
the restoring properties due to the wide spread flooding, heavy amounts of rain,
landslides, and damage to infrastructure; and
WHEREAS, this declaration does not concern any closures of roads, offices, or services,
but rather assists in recuperating losses from the wide spread flooding, heavy amounts
of rain, landslides, and damage to Infrastructure; and
NOW, THEREFORE, I Heath Carlton, Mayor, by the authority vested in me by KRS
39A. 100(3), declare that a State of Emergency in the City of Hickman resulting from the
8/3/2023-8/4/2023, weather related wide spread flooding, heavy amounts of rain,
landslides, and damage to infrastructure and direct;
1. The City of Hickman City Manager shall direct emergency response agencies and
coordinate local government agencies in providing assistance in the City of Hickman.
2. Under this State of Emergency, as provided in KRS 39A. 100(3) and KAR 45A.380
(1)(8), Mayor can waive procedures and formalities otherwise required by the law
pertaining to:
a) performance of public work
b) entering contracts
c) incurring obligations
d) employment of permanent and temporary workers
e) utilization of volunteer workers
f) rental of equipment
g) appropriation and expenditure of public funds.
